How about we start designing merchant marine ships with high-powered water hoses built into the hulls of the ships? Space them every few feet or so and turn them all on with the flip of a switch. The water would be continuously drawn from the ocean. In the meantime we need to figure out WHY places like Somolia have developed a culture which encourages and supports piracy, and then eliminate those causes.
